Furthermore, refuse and recycling collections in Torfaen have been cancelled. Limited collections along main routes had been taking place this week but this has now been hampered by more bad weather.
A council spokesman said: "Sustained severe weather and dangerous conditions have caused massive disruption. Windows of opportunity to pick up waste have been very small making it impossible to catch up.
"We're asking residents to leave out their black and green wheelie bins and their black boxes and will endeavour to pick up as soon as possible when the weather improves."
