A decision to change the funding formula for schools in Monmouthshire has been called in for further discussion.
Govilon Primary School governor Cllr Verona Nelmes called in the decision to adopt a new schools funding formula after the county council's cabinet voted in favour of the move.
The council's deputy leader, Cllr Graham Down, said that the existing formula was out of date and in need of updating.
Cllr Nelmes is "deeply concerned" about the effect the formula will have on smaller schools and branded the consultation as "flawed".
She said the move would hit small schools. Govilon will lose £19,347, Llanover £5,483, Llanfoist £9,548, Llanfihangel Crucorney £14,691, and Llanfair Kilgeddin £8,622.
"It is a considerable amount," said Cllr Nelmes. "The exercise was started to protect smaller schools. It set out to be a fairer, equal means of funding and failed.
"The consultation was flawed. In theory it should have helped small schools but it hasn't. It should be abandoned and looked at again.
"It now looks as though it will be too late to implement the changes this year."
Cllr Nelmes hopes the authority will look for "a favourable means of distributing funding and fairer recognition of protecting the smaller schools".
Govilon head teacher Rob Lewis said: "I have concerns about the new formula. The school is successful and moving forward but we need suitable funding to maintain what we have got."
The Rev Patrick Coleman, chairman of governors at Llanover Primary School said: "When we were consulted on the formula last July, it seemed smaller schools would have a fairer slice of the budget, but now it appears Llanover and Llanfair Kilgeddin are to lose out.
The decision is to be discussed by the select committee later this week which can either endorse the decision or send it back.
